检察机关在认罪认罚从宽制度中承担主导责任，不仅是诉讼的承上启下的枢纽和监督者，而且是罪案处理的实质影响者乃至决定者。为了最大限度地激活这项制度，在2019年8月的全国检察机关刑事检察工作会上，最高检提出，到年底，认罪认罚从宽制度的当月适用率要达到70%左右。70%适用率的目标，来自于司法实践的支撑。办案数据显示，当前我国判处三年有期徒刑以下刑罚的案件比例达到80%左右，且呈逐年上升趋势。在这类案件中，绝大多数被告人85%以上一审宣判后不再上诉，认罪、认罚。对此类案件适用认罪认罚从宽制度进行程序分流，符合刑事司法简案快办、难案精办的趋势。
